For those of you who missed our Annual Meeting, December
6th, 1951, we are pleased to report an excellent attendance and
a profitable evening. Among those present, were United States
Attorney Myles Lane and Mr. Charles H. Tuttle, counsel for our
Association and former candidate for Governor of the State of
New York.
In his opening remarks to the meeting, the President, Mr.
Clement C. Mason, noted that this past year has been fraught
with subversive incidents and crime exposures. Although we have
only scratched the surface, and in spite of the cries of 'witch
hunt' and 'politics', many constructive investigations have been
held. Long delayed prosecutions have resulted, following a
surge of public indignation. Figuaratively speaking, our courts
have been spat upon by subversive groups and con.temptuous law
breakers. We thank the Almighty that, throughout this siege
we were blessed with judges, prosecutors and jurors, who ac-
quitted themselves well under these vicious attacks. They de-
serve our undying gratitude and can be justly proud of their
service in defense of our courts.
I urge you at all times to submerge party partisanship and
support those in office, regardless of political affiliations,
who are faithfully carrying out their public trust. No one poli-
tical party has a monopoly on honesty and integrity. The first
and real test is, are they truly Americans. Take an active part
and interest in civic affairs, at least at the grass roots
level, for it is here that the most effective and prompt results
are obtained. Honest men in lowly places ultimately reach the
top and then our troubles are over.
After an encouraging report on the year's activities by
the President, Mr. Clement C. Mason, our speaker for the evening,
Judge Samuel S. Leibowitz of Kings County addressed the meeting.
Although the Judge spoke extemporaneously and off the record,
our secretary, Mr. Thayer Cumings, with the Judge's permission,
noted some of the salient points of his speech.
Judge Leibowitz remarked that in his opinion there had not
been any marked increase or decrease in crime, per se, over the
years. But something else had increased alarmingly: something'
Judge Leibowitz said, significant and terrifying. The age of
the criminal has gone down! Instead of being adult, 85% of the
present defendents that come before the judge on Indictment Day
are kids. A criminal of 35 today, observed Judge Leibowitz,
is an old man!
