Vol. XXII, No. 1

November 1951

This is the first edition of The Federal Juror under
a new format. Rising costs have made the change desirable
and a cheaper edition will enable us to publish more fre-
quently and bring the work of the Association to the closer
attention of all grand jurors. All comments are invited.
We first cordially invite all grand jurors and their
guests to attend our Annual Meeting which will be held on De-
cember 6th in the MIRROR ROOM of the HOTEL WARWICK, at 8:00 PM.
We are very fortunate in having Judge Samuel S. Leibowitz of
Kings County as our guest speaker. Judge Leibowitz, whose
conduct of the court in the recent gambling trial was fol-
lowed by jurors with keen interest, will have a message of great
significance to all of us who are involved in jury work.
The following nominees for the Executive Committee are
to be voted on at the meeting:
Mr. John Kilbreth of The City Bank Farmers Trust Co.
Mr. John E. Barrett of Barrett & Co.
Mr. Newcomb Debevoise Cole of The Debevoise Co.
Mr. Perce C. Rowe of The Flintkote Co.
All four candidates have amply shown their qualities
for the Executive Committee by their active participation in
jury duty and their long service with the Association.
Renominated for another term on the Committee are:
Mr. Harold S. Bailey, Mr. Alvin E. Coleman,
Mr. Thayer Cumings and Mr. John T. Ogden.
Acting upon recommendations made by our Legislative
Committee, the Association has endorsed the following bills
this year: H.R.1983 - A bill to require Federal grand and
petit jurors to take an oath of allegiance; S.1292 - A bill
to increase the criminal penalty provided for persons con-
victed of gathering or delivering certain defense informa-
tion to aid a foreign government in time of peace; and
H.R.479 - A bill authorizing acquisition and interception of
communications in the interest of national security.
