handle is hein.journals/fjbfgj17 and id is 1 raw text is: 17' Morch, 1946 Publication of the Federal Grand Jury Association for the Southern District of New York Vol. XVII, No. I THE CURSE OF AGGRESSIVE WARS CAN BE PREVENTED BY GRAND JURIES By unanimous vote of its assembled members, The Federal Grand Jury Association, S.D.N.Y., has adopted the following Resolution, which will be put before President Truman. WHEREAS, the Founders of our nation, militantly aware that the power to make accusation for crime was one of the chief levers for overthrowing liberty, unless that power could be exercised only through the People themselves, wrote into our National Constitution that such power could be exercised only through a grand jury chosen from the People; and WHEREAS, the artificers of tyranny which have brought calamity upon the world used the power of accusation for crime as one of their chief weapons of oppression and terror, without allowing any interposition by the people of their countries, Therefore, be it RESOLVED that a grand jury system, similar to the one we have under which no person accused of serious offenses can be brought into court and tried unless a grand jury of twenty- three of his fellow citizens hear the charges in secret and vote on indictment against him, is a prerequisite of a peaceful nation, And be it further RESOLVED that a copy of this Resolution be presented to President Truman with a request that he bring it to the attention of the appropriate United States officials in occupied countries, with a recommendation that in setting up regulations for the new governments, the grand jury system be made compulsory.
