As President of the Federal Grand
Jury Association, it is my privilege
and pleasure to launch The Federal
Juror on its way. I hope that the
articles and results of research that
will fill its columns, will prove use-
ful and beneficial and give a reason
for the existence of this bulletin.
Our association was started by a
few Grand Jurors who felt that much
good might be accomplished by such
a body. With the ever ready help
of Charles H. Tuttle, United States
Attorney, we started on our slow
journey. One of our first acts was
to have printed the Handbook for
Grand Jurors in which the duties
of Grand Jurors are outlined. We
feel it has helped.
A luncheon given in March 1928,
at the Hotel Commodore and pre-
sided over by Charles Evans Hughes
proved very successful.
We started agitation for the de-
molition of the present Federal
building and by bending our every
effort, we feel we have helped to
some extent in the movement that
will shortly give us a new building.
Our prison committee did its bit
in bringing about the establishment
of the new Federal Detention Head-
quarters that now houses Federal
prisoners.
Through our efforts a system will
soon come into being that will ob-
viate the need of the busy business
man in serving on more than one

jury, and that will demand Grand
Jury service once every two years.
The need for remedial action in the
solution of the Narcotic problem was
recognized by the association with
the result that to some extent at
least because of our interest, bills
have been introduced into Congress
which will bring about a betterment
of conditions.
The many other things we have
done are too numerous to mention
here; suffice it to say, we have not
been idle. Much remains to be done
and we are trying our best.
We find ourselves in the second
year of our existence. Do our past
efforts warrant our existence? Or-
ganized as we were without elabor-
ate preparations or intensive efforts,
brought forward by the unselfish
efforts of a small group of men who
have given of their time and labor
with no thought of reward, we point
with pardonable pride to our past
accomplishments and future plans.
The work of the association is
purely an unselfish one. Only citi-
zens who have at heart the interests
of their country and community will
become members of our body. Many
Federal laws are old, archaic, shop
worn. Federal procedure is often
slow and antiquated. The need of
up-to-date facilities for the proper
administration of Federal justice is
all too evident to warrant further
proof. Under the present scheme

of things, beneficial results only
emerge after winding their way
through the tortuous labyrinths of
red tape and Congressional enact-
ment. Can we help out?
We are a body of business men.
We are not bound by political affili-
ations. We have no axes to grind.
On the contrary, we can bring such
pressure to bear upon the proper ser-
vants of the government, that recog-
nition must result; recognition of the
value of injecting some business
common sense into the science of
government; recognition of the fact
that a Federal district harboring
some seven millions of people is rap-
idly tiring of inadequate facilities.
Your cooperation is all essential.
Without it we cannot hope to exist.
In this, our formative period, you
are needed most. The group of men,
who compose your officers and exec-
utive committee cannot cope with
the many complex problems that can
be solved.
You, members of the Grand Jury
panel are truly representative. Those
of you who are not members, we
invite you to join us. We offer no
material reward; but we know that
the satisfaction you will feel in hav-
ing helped in the performance of a
great and unselfish public service
will more than compensate for the
time and efforts required of you.
