On Tuesday morning, FDA Commissioner Frank E. Young, M.D., Ph.D., led off the first General Session with a review of what FDA has done under Action Plans #1 and #2, and his priorities for 1988. Statements by trade associations and public interest groups of their suggestions for FDA action or reform were made by Sherwin Gardner, Grocery Manufacturers of America; Bruce J. Brennan, Pharmaceutical Manufacturers Association; William B. Schultz, Public Citizen Litigation Group; Daniel F. O'Keefe, Jr., The Proprietary Associa- tion; Frank E. Samuel, Jr., Health Industry Manufactur- ers Association; Thomas J. Donegan, Cosmetic, Toiletry and Fragrance Association; Fred H. Holt, Animal Health Institute; and Milton A. Bass, Bass & Ullman. The session was moderated by William L. McKinley. During the second General Session, the Commissioner introduced the FDA Center Directors: Gerald B. Houston, D. V.M. The Food and Drug Law Institute regretfully notes the death of Donald L. Houston, D.V.M., on February 19, 1988. Dr. Houston had been the Administrator of the USDA's Animal and Plant Health Inspection Service since October 1987, and served for seven years prior to that as the Administrator of the Food Safety and Inspec- tion Service. Dr. Houston was born in East St. Louis, Illinois, and began his career there with USDA in 1961. At USDA, Dr. Houston amassed many honors and awards, includ- ing the highest award for career federal executives, re- cieved under both the Carter and Reagan administra- tions. Secretary of Agriculture Richard E. Lyng called Dr. Houston's death a tragic loss to USDA and to the nation. Dr. Houston strongly supported FDLI. He will be sorely missed.
