It is the first time that we have published book reviews, except for a special book review issue some years ago. As book review editors, Kenneth Armstrong and Daniel Thym aim to make the book review section a continuing and successful feature of the ELJ. For further information, please consult their joint editorial at the beginning of the book review section in this issue. The current issue also includes a symposium on interinstitutional agreements (HAs). Today IIAs are an indispensable feature of the EU/EC legal system, but there has been relatively little comprehensive and detailed treatment of IIAs in the European law literature. With the symposium edited by Peter Slominski of the Austrian Academy of Sciences, we hope in this issue to fill this gap and provide what we hope will be essential reading to all interested in the topic and the operation of EU/EC institutions more generally. In addition, the issue includes a regular article by Ostrovsky who analyses the way in which the EU regulates biotechnology. He argues that the best approach to regulating the import and export of genetically modified organisms (GMOs) into the Community and between Member States is not centralised regulation but rather 'regulatory anarchy', involving rules negotiated by regulatory civil servants from the Member States.
