Editorial
In the winter of 1989/90, Alfred W. McCoy and I decided to hold a Conference
on the International Traffic in Narcotics and the Formation of Public Policy. It
was sponsored by the Center for East Asian Studies at the University of
Wisconsin and the Graduate School at Penn State. The primary topics were
'supply side' issues - the international traffic in cocaine and heroin, crime
cartels, corrupt transit nations, the role of Intelligence agencies in fostering the
traffic - and the formation of U.S. drug policy. Participating in the conference
besides McCoy and myself were Rens Lee, Peter Lupsha, Bruce Bullington,
Peter Dale Scott, Jonathan Marshall, Jack Blum, Richard Craig, Katherine
Meyers, Terry Parsinnen, Larry Lifschultz, David Musto, James van Wert,
Raphael Perl and Daniel Sheehan. The cocaine essays in this issue are a
selection from the conference.
The conference must have been a success because we are doing it again this
May at Penn State. We have, however, expanded the topics to include also
'demand side' problems, drug user populations, and European policies.
