Editorial
The articles in this symposium were originally presented at the European Public Choice
Society meetings in Lisbon, April 1999. These meetings were organized by Paulo Pereira,
and he and I served as editors for this special issue of Constitutional Political Economy. The
papers reflect both the strong interest in constitutional issues among public choice scholars
in Europe, and the breadth of this interest. Not surprisingly, there has been considerable
interest in Europe in constitutional issues related to the European Union and the continuing
process of integration, and this interest is represented in this symposium in the article by
Christophe Crombez analyzing the properties of EU decision procedures. Beat Blankart's
article traces an important evolutionary (de-evolutionary) development in Germany and
contrasts it with what has happened in Switzerland.
The focus of the other four papers is not confined to Europe. Domenico da Empoli applies
public-choice reasoning to analyze an international organization not previously studied by
public-choice scholars-The International Sea-Bed Authority. Sebastiano Bavetta and
Fabio Padovano develop a theoretical model of interest group and voter representation
in a compound democracy. The papers by Viktor Vanberg and Paulo Pereira take up
broader questions concerning democratic institutions and constitutional political economy,
questions that pertain to Europe but which also raise issues that go beyond the European
context.
The editors of this journal welcome articles related to each of these themes.
