That the name of the committee on General Prop- erty Taxation be changed to Local Government Taxa- tion and Revenue Sources. 2. That the name of the committee on Metropolitan Government be changed to Problems of Metropolitan and Adjacent Areas. 3. That the name of the committee on Home Rule he retained, because that name is more all-encompassing than any which would contain limitin words of descrip- tion, such as county, township,' municipal, or town, or any other combination, etc. 4. That the name of the committee on Ordinances and Administrative Regulations be retained. 5. That the name of the committee on Rights of In- dividuals be retained. 6. That the name of the committee on Urban Traffic and Parking be changed to Urban Traffic and Public Transportation. 7. That further consideration be given to the assign- ment of specific objectives to committees at the time of their appointment, so that the Council could rely upon a future report covering a specific problem within an area, and develop that as a part of the program for the next annual meeting. 8. That a continuing effort be made to define more precisely the jurisdictional areas of committees, with ',he view that such descriptions will not hamper or restrict the exercise of the imagination or ingenuity of committees willing to probe into the reasonable ramifications of the problem areas to which they have been assigned. Wallace, Chairman COOPERATION WITH THE JUNIOR BAR CONFERENCE This Committee was established in the fall of 1959 for the purpose of broadening the scope and usefulness of the Section of Local Government Law by increasing the participation in the Sction of the younger members of the Bar and by bringing to the Section the ideas of these younger lawyers. Since this is my third and final report as Chairman, rather than recap the 1961-1962 activities of the Com- mittee, I intend to set down in abreviated form my con- clusions and suggestions on the role and future of this Committee for my successor and the other members of the Section. The Committee can make its greatest contribu- tion in selling the Section to the younger members and in creating Section activities in which they can partici- pate. Specifically the goals to be achieved are as fol- lows: 1. A favorable image of the Section must be created among the younger members. Many younger lawyers are unacquainted with the Section; and many who are acquainted with the Section are unfamiliar with the scope of its activities. The activities conducted by the Com- mittee in this area, such as the article in The Young Lawyer, have had an extremely good response. The Committee must make its prime activity selling the Sec- tion to the younger members. 2. More Section activity must he made available for the younger members. In this area, the idea developed by the Committee and approved by the Council of the Section of using the younger members to write brief articles or comments for the Section Newsletter should be pursued and brought to fruition. The Committee must take the leadership in creating and supervising these ac- tivities. In the first three years of its existence the Committee has succeeded only in laying out the guide-lines for future development. Perhaps the next Chairman will be able to report that these goals have been achieved. Respectfully submitted, Frank M. Covey, Jr., Chairman HOUSING AN) URAN RENEWAL For several years this committee's report has been con- fined to a summary of decisions since the preceding annu- al meeting which directly or indirectly affect housing and urban renewal. This year's report will include such cases, but will also treat several other topics. These cases constitute Part I of the report. The Federal Government's urban renewal program has been the subject of study by an increasingly growing' number of localities. Many of these local governments are moving into the urban renewal program for the first. time and fact many questions dealing with procedures. -questions which arise early in their consideratibn of such a program. For this reason, there is included in this. report a brief outline of where information and!guidance can be obtained from the Urban Renewal' Agency and what instructions and manuals are availhble. This in- formation on nrban renewal procedures constitutes Part II of the report.
