In March 2020, the Editor and Publisher received a claim of plagiarism, which the Publisher has investigated and found to be of merit. Additionally, there is a finding of misrepresentation of qualifications and experience. In the view of the Publisher, the article is unacceptable for publication and therefore retracted. The retracted article will remain online to maintain the scholarly record, but it is digitally watermarked on each page as Retracted.
