Plaintiff, a news company, filed
an   action   for   injunctive   and
declaratory relief against the en-
forcement of a portion of a Wichita
ordinance  which  was   designed  to
prevent minors from being exposed
to  sexually  oriented  and harmful
materials.    The ordinance defined
