PORITZKY* At its first meeting, the International Civil Aviation Organization (ICAO) Future Air Navigation Systems (FANS) Committee agreed that one of its objectives is to identify needs and subse- quently to consider the satis- faction of those needs by: (i) systematically identifying world aviation needs for the next 25 years; (ii) considering potentially applicable tech- nologies which may cost ef- fectively satisfy the identified needs; and (iii) laying the groundwork for any re- quired international stan- dardization by appropriate bodies of ICAO and other or- ganizations. As the industry has matured, it has become more money-con- scious and more skeptical. In today's market, a new tech- nology must have clear and obvious benefit-and soon-if it is to be viewed seriously, especially if the in- vestment required is either unknown or prospectively high.
