Bureau Completes Two Years of Development Work
on Private Owner Aircraft

With four new type airplanes in its
possession, two others scheduled for
early delivery, and with engine, pro-
peller, and research projects in vari-
ous stages of progress, the Bureau of
Air Commerce this month completes
2 years of development work aimed
at improvement of private owner air-
craft from the standpoints of utility,
cost, comfort, and safety.
The Bureau's Development Section
was created in July 1934, beginning
its work with the Hammond project,
which had been initiated prior to the
establishment of the section, and con-
tinuing with that and other activities,
under authority given the Secretary of
Commerce by an amendment to the
Air Commerce Act approved June 19,
1934.
Actual designing and construction
is accomplished by firms and individ-
uals in the aeronautics industry, under
contract with the Bureau of Air Com-
merce, and in accordance with specifi-
cations drawn up by the Bureau.

First of the projects to be under-
taken, the Hammond model Y was
delivered to the Bureau in April of
this year. John H. Geisse, Chief of
the Development Section, flew it to
Washington on April 14 from the fac-
tory of the Hammond Aircraft Corpo-
ration at Ypsilanti, Mich.
HAMMOND SUCCESSFUL BIDDER
The Hammond design was the suc-
cessful entry under an invitation for
bids issued by the Bureau of Air Com-
merce early in May 1934. The object
of this bid invitation was a design for
the use of Bureau of Air Commerce
inspectors which would also be a step
forward in designing for private own-
ers. Specifications accompanying the
invitation for bids featured simplicity
and safety of operation as well as low
maintenance   and   operating  costs,
greater visibility than is commonly
available in present-day production
airplanes, ability to operate in and out
of small areas, and ruggedness making
