SECOND TENTATIVE DRAFT OF REQUIREMENTS FOR
AIRCRAFT COMPONENTS AND ACCESSORIES

A second tentative draft of Aeronau-
tics Bulletin No. 7-F, Airworthiness
Requirements of Air Commerce Regu-
lations for Aircraft Components and
Accessories, intended to become effec-
tive January 1, 1933, is published here-
with.
The first draft of the Airworthiness
Requirements of Air Commerce Regu-
lations for Aircraft Components and
Accessories was published in the Air
Commerce Bulletin, volume 3, No. 4.
In preparation of the present text, the
Aeronautics Branch has been guided
by the discussions and comments
prompted by the previous one, and in
addition by its own study and research
on the questions involved.
The text of the present tentative
draft follows:
Chapter I.-GENERAL
Section 1. Scope of Requirements.
These regulations shall apply to all
important components and accessories
which are manufactured as complete
units and purchased by aircraft manu-
facturers and/or operators for use on

licensed aircraft, except engines and
propellers which, due to the number
of considerations involved, are treated
separately in Aeronautics Bulletin No.
7-G. For the purpose of these regula-
tions an accessory or component shall
be considered important if, by malfunc-
tioning, it can endanger the safety of
the aircraft or the cargo or passengers
in the aircraft, or persons or property
beneath the aircraft.
Because of the fact that the develop-
ment of aircraft specialties is con-
stantly increasing in scope and variety
there undoubtedly will be important
components and accessories developed
from time to time which are not spe-
cifically provided for in these regula-
tions. In such cases the generial pro-
cedure for approval will be in ac-
cordance with these regulations and
the manufacturer of the item in ques-
tion shall apply to the Secretary of
Commerce for special rulings particu-
larly applicable to that product.
