NECESSITY FOR STRICT OBEDIENCE OF AIR TRAFFIC RULES
EMPHASIZED

More than half the total of 523 viola-
tions of the Air Commerce Regulations
during the calendar year 1929 were for
that part of the regulations dealing
with the air traffic rules, authority for
the establishment of which is em-
bodied in the air commerce act of 1926.
More strict observance of the air-
traffic rules will bring about a reduc-
tion in accidents as well as prevent
the suspension or revocation of Fed-
eral licenses.
In an effort to bring these rules to
the closer attention of airmen, the
Aeronautics Branch is preparing to
issue two posters for display at all
airports throughout the country and
other places which serve as headquar-
ters for flying personnel. One poster
will set forth in large type the com-
plete text of the air traffic rules and
its companion will depict in line-draw-
ing form the most frequent causes of
accidents and will bear the percentages
of the total for the calendar year 1929.
Through this issue of the AIR CoM-
MERCE BULLETIN, the Aeronautics

Branch emphasizes the necessity for
strict obedience of the air-traffic rules
and directs attention to the fact that
in the calendar year 1929, 16 licenses
were revoked, 113 suspensions were
meted out, and 163 reprimands were
issued to violators of the rules.
The air-traffic rules are divided into
five major groups as follows: (1) Fly-
ing rules; (2) take-off and landing
rules; (3) lights; (4) day marks of
masts, etc.; and (5) signals.
Although it appears that there al-
ways will be enough room in which to
navigate aircraft without colliding,
air distances between aircraft in
flight are deceiving and 16 collisions
have resulted from this apparent phe-
nomenon in the last three calendar
years.  Hence the establishment of
the rules that aircraft flying in estab-
lished civil airways, when it is safe
and practicable, shall keep to the
right side of such airways. (See fig.
1.) Furthermore, in view of the fore-
going, it is essential that a standard
