All members of the Section are encour- aged to atten d. The Section Council will meet on Saturday and Sunday mornings, while a number of the Section's committees will meet Friday morning. The major so- cial event will be a cocktail reception on Saturday night, 6-8 p.m. Several substantive programs are planned, many of them-in light of the meeting's location-related to federal regulatory practice. The first, to be offered Thursday evening, October 13, from 6 to 8 p.m., is entitled Electronic Hors d'Oeuvres. Sponsored by the Section in cooperation with the District of Co- lumbia Bar and the ABA Economics of Law Practice Section, the program will examine various applica- tions of computer technology to administrative law practice; a champagne reception is included in the $25 registration fee. On Friday afternoon, the Section will offer a pro- gram on Independent Agencies: Independent from Whom?-which will explore not only the relation- ship between independent agencies and the execu- tive branch, but also the relationship between the agencies and Congress. Featured speakers include James C. Miller, Director of the Office of Manage- ment and Budget (and previously chairman of the Federal Trade Commission); Congressman Edward J. Markey (D-Mass.), Chairman of the Telecommun- ications and Finance Subcommittee of the House Committee on Energy and Commerce; R. GaulI Sil- berman, Vice Chairman of the EEOC; and Joseph A. Grundfest, Commissioner, Securities and Exchange Commission. The program will begin at 2:00 p.m. at (continued on page 9) SVaried Programs and New Name Highlight Toronto Section Meeting The Annual Meeting in Toronto, Ontario, was the setting for the Section's own Annual Meeting, a va- riety of programs sponsored by the Section, and nu- merous opportunities for enjoying the city and the fellowship of colleagues-including a cocktail recep- tion hosted by the law firm of Stikeman, Elliott and the Annual Section Dinner held at the prestigious Albany Club. The Section emerged with a new name, a new set of officers, and a renewed commitment to serving its members. Section Chair Sally Katzen noted that this commitment to serve all Section members is reflected in the new title: Section of Ad- ministrative Law and Regulatory Practice. At Toronto, the breadth of members' interests found expression in a variety of Section-sponsored programs. Subjects included Canadian and U.S. freedom of information laws, AIDS and the legal system, the Canadian-U.S. Free Trade Agreement, environmental aspects of road and rail construction, real estate development and the balance of urban power, the future of the AT&T consent decree, prod- uct safety regulation in international trade, Canada- U.S. energy trade, and programs on deregulation of transportation and of financial services in Canada. Elsewhere in this issue of the News are reports on the Third Annual Scholarship Award announced at the Annual Meeting of the Section, on actions taken by the House of Delegates on six resolutions rec- ommended by the Section, and on activities of the AIDS Coordinating Committee.
