Following the recoipt of an affirinati .p regards t 1r. 'ichborn, I talked on 16 L ovember with lesrs. Tucker Cherst, and= Landreth cf %7H Division and we decided that I should et in touch Tith Tichtorn and try to arraneo for him to go to Cuba ac soon as possible. The same day I contacted Tichborn by phone and arranged for a meeting in Los engeles on 13 liovember. 2. As scheduled, I met with Rr. Tichborn at the a.bassador Hotel in Los :ngcles on 13 liovember. We reviewed the situation in Ciba in some detail and I asked him if he would be available to make a TDY trip to Cuba to investigate possibilities of our coalescence of thonon d ls'm it opposition to Fidel Caytro into a political organization. Tichborn astated-thatlieas mest desirous' ofgoing,-howeVer, he said that the question:_ ca8e> particularly .uifortwnate time as he had just been retaind bf the Z*icean Governxent to bring a civil' suit against those contractors-in th6 U`S: who sub-contract migratory VAxican workers. It would appear that according to the agreements reached between the contractors and the labor forces, the contracto s are allowed to deduct the cost of subsistance -on a= naxM itm of -1.75 per dayj from the 'wages paid the laborers.. although in most:i nstances subsistance costs.considerably less than x1.75 a day econtiactors have been - vithiolding the maxirun anount. The Mexican Government on behalf of the labcrers are planning to bring suit ag.inst the contractors for the difference between actual subsistance costs and the amount withheld. Tichborn stated tha., of course this wouldbe a lengthy affair, however, lie felt tiat two to three weeks ' 11 be anple time for him to draw together an initial proposal - as to how ~ esuit should be conducted and present it:to the )Mexican - Gcvemnent - ich time he thought he would be free to make a trip.= to Cuba f us. -I also haid Tichborn sign a standard consultants contract and gave him :the cover company to which he should address 'his 'overt hills. I 'pointed out- to him dwhat when he was actually sent outside the cbiintifon TMI, we would have to negotiate and amend the contract which would afl-for pmant for his expenses plus a fee for his services. I asked himxto think about what hewould have to charge for his' sorvices, at the same'tilii I pointed out our pay scalewas quite low but. that I thioughtf could geti something' in the neighborhood ef -l500 for a month's cork, renirdirig him that this sun represented $l3,0O0 per year which was the top -salary (or :as government official. Tichborn said that he appreciated the difficulties: inherent in this t.pe of thing and that he would need some tie to think over what he would have to charge without subjecting himself to an undue financial hardship. ; qq 3.
