             1.  (Field Co~mmnt:  The  following ra  rt should be read
        in conjunction with    S-314/01096-68  (    4063) and
                       Z  E23  4099) , which reported that Fernando
        MHlo Fontanills, a Cuban  oxile in Costa Rica, was erving as
        .n iTntormediary in negotiations between Ludwig  tarke Jimonoz,
        a Costa Rican right-wing  estrcmiet, and Rolando  INWaIrrr, a
        Cuban eile  in  the United Stato3 who was involved in plotting
        againat the government  of President Rone Duvalie  of Haiti.
        The negotiations  dealt with a plan whoreby Starke would pro-
        vide a staging  nroa for an invasion of Haiti by  aitian and
        Cuban exiles under  Masforrer's loadership.  In return Rao-
        ferrer,  if cuccoasful, would subsequontly support a move by
        Starke against  the Costa Rican Government.  Colo was reported
        to be planning  a trip to Haow York on 21 February 1968 to talk
        with Caserrer   and the latter'a representative in the negotia-
        tions, Father  Diego Madrigal Alvarez.)

     2.  When Uslo returned  to San Joos on 2 March after
visiting Now York City  and Miami, Florida, he was detained
and searched by  security officials at the airport.  Among
Calo'  posseasions  the occurity officials found a letter,
signed by Ilelo, addressed to Father Diego Madrigal, Bew York.
The letter was  dated 9 February 1968.. It was typewri  en on
letterhead  stationery of Rogelio R. Pinto Inpresou.
