Source identified Cesar ALARCON Fonsoca as the captain of the ,plane on t.e :abana/Canada flight on 21 April 1964.1,,3,4,5,6 :a-dquarters Coments 1. A. report dated 28 Octobcr 1959, from a fairly reliable source stated that the Cuban -overnment was planning to purchase as many as 100'.JG-18's and included in the purchasing mission were Cesar AIARCON Fonseca. a Cuban aviation conpany pilot and protege of Major Raul CASTRO Ruz, and Captaxn Victo- PIN4 Ca-dodo, an officer of the Fuerzas Aereas Revolucionarias (Cuban Revolutionary Air Force - FAR). 2. Another office of this Azency, in a report dated April 1930. reported that Cesar AL0RCON ?onseca r.ceived Pilor training -ut 1955 in Cuba for Cubana Airlines, but was considered only an average pilot.
