As will be noted in that memorandum, Manolo promised to come u? with a prospectus witnin approximately ten days' time, after con- sultiag with his leaders in Cuba. L. On I June 1961 Mr. Barnes called me to say that Mr. Goodwin had ben visited by Mr. Ernesto BLTANCOURT w.*o asked for ineredsate financial support for certain activit les of the WRP which would run around S10, i dollars. Mr. Barnes asked me to contact BETANCOURT for the puz;,ose of ascertaling what the funds were to be used for, exactly how much needed, etc. I called BETANCOURT and he told me that I amould get these details from CISNEROS (rugenlo). who was staying at room 5,9 at the Washington HoteL I called Eugealtoand snade a data for me and -ay Di~ats (Rzy Adams is the name he uses with Ra.y and Cisneros) to cal upon him. '.e called on CIENEROS at approximately 1805 hours 1 June, and he informed us that he bad urgent eed for pesos for use in support of his sabozage and underground activitiee in Cuba. ie said his people were absolutely without funds, needed Money for Uing expense, trans ortation purchase of sabotage i air feare for couriers, and for assisting people to get out of prison. He said that it was now possible for people to buy their way out of prison by oribing one of the anay * coamianist lawyers and judges. He thought that 4o, C00 or 6&,. tC would meet izmnediate needs and that some sort of arrangement should be made to receive funds - 30, 1.00 monshly or thereshouts - on a flxed and permanent basis. J. We made no commitment to Eugento other than to say that we would pass kis plea along to the interested people. I reminded him that we had asked kim and Manote to prepare a plan for consideration and that we were still waiting for that pslan. I said I personallydoubted that anything could be done Wntil the plan was received from RAY. He said Manolo was planning to cone to Washington on the afternoon of 4 June with the plan, but that he himself was having to return to Miami Immediately and it was vital he be able to take the mney with him, arrange in Miami for purchase of the pesos (at rate of i 3 1* 91UTWro em~ Background Use Ory Do Not.
