The second Cuban was AmPACAi, a Cuban journalist of operational interest to Station Habana and a sepaate memorandan is suatted on that conversatio. . The saidentified Cuban, who had somwhat of an accent and spoke indistinctly, vae.difficutt to understand. He mentioned a- mosting with. some. at our people who came lp from Cuba to disonsS plans He said his group had been contacted by a rersentative of General Jose Slesrtorio PDRAA leader of Cuban revolutionary grleap in the Dondnican Republic, who wanted to know what action their group had taken and was .told that they had a plan 'to start sabotage. The Cuban said the PDAZA representative said their group (the PAZA group) bad four provinces organised in Cuba, mentioning Canaguey and Santa Clara, and that they had to provinces yet to be organised - Habana and )atansas, __.___ 3, The Cuban said his group needed two things mral backing and money he pointed. out that Cubans in Cuba are afraid to start an underground movement, and there was no way to raise funds, etc. Mr. Pavley gave him no encouragement on the money angles saying that even if there were Americans willing to ruo the risk of becoming involved in Puban revolutionary activities by furnishing money for euch a movement, which he doubted, he felt that at the present time it would be like putting monq don. a rathele for the filladmg reasonss (1) there is no unity among the anti-CASE groups and there are at - least 10 that he knows a who are working absolutely independently of one anotheir; and (2) CASE is in control of the country and has the support of a large number of Cabans, especialy the under-prvlged.
