 SUB ECT: 'SAMUEL M. GIANCANA
        ANTI-RACKETEERING


                 In connection with the Giancana situation, an
        informant of the Chicago Office, CG 6913, overheard a
        telephone conversation on May 31, last, the day Giancan V
        was released, in the office of Joseph Bulger, a prominent
        Chicago attorney, who is closely allied with the top
        echelon of the Chicago hoodlum element. The conversation
        was with an unknown person and the informant heard only
        Bulger's part o t e  iscussion, which was as fo ows:

        the idea.t$iat Hanrahan's tactics were unconstitutional  n
        discfiminat:^ry and that Hanrahan was ruthless with  is
        collaborator 7 d uncooperative with Government officis
        and others.

                  Bulger said thafanaha   ad choked himself
        with>.his own hands and that Irv indicated everyone
        was provoked because of Hanrahan's defiant attitude and
        4hat Hanrahan had gone as far as to threaten the
        Attorney General's office. Hanrahan told the Attorney
        Genera-1 he was frustrated by failure and lack of
        cooperatipn and that he would not be made to look like
        a heel in'Chicago. Irv indicated that late on the
        day..of May631, Hanra  had made a last attemp  o get
          rig but' that Fredf Vinson) would not budge. -

                 eBulger reported   m' (not
        identified) *succeeded in causing-Hanrahan not to #kudgi
        anybody, includiigVthe FBI and his two assistants and
        that he desered a good 'eward for bringing thiS
        aboui.4  us eommentedthat ,HAdrahan was under
        pressure and was- bnf-used -and that f&!tried to issue
        grand jury subpoenas for John D'Arco and -others, but
        ad  not succeeded.,
