25 May 1967 and stated that they had been advised by an asset
In New York that Rom Joares Leon had been arrested by the
FBI in New York City on that dat. A beah warrant for the
arrest of Lem had been issued by the District Cort for the
Southern District of Flerid since he failed to appear for his
arraipment io March 1967. He was lidicted along with =
Roland. Maserrer for plotlng an invasien of Haiti. Mr.
said that they had no operatiomal interest in Leon$ but their seures
had indicated Leon might considered a political asset in the peat
Davaier era to Rati. Mr. ])ased my opiWMa as to
whether or not tbis possible ee at Len might have an
afeton t rges being dropped against him. I tolt
Mr. ( :::that it seemed highly Ualikely that the Jhdg or
the United States Attorney wauld consider dropping the charges
since Leon had failed to appear before the court when so ordered.
Z. I called Mr. Morris. Iternal Security Division.
Department of Justice, the attorney handling both the Maaserrer
and Bosch prosecutions, and told hhn that Leon had been arrested.
U was in a previous conversation with Mr. Morris that he told
me that the United States Attorney expected to obtain the indictment
against Bosch on 31 May 1967. Mr. Morris said that both the
United States Attorney and the Department et Justice were
considering postponing the dat ot bringing the inditIment against
Bosech because of the problems whi had developd in Miami after
a Cuban reftgee named Rivere had been arrested. The information
available iadientes that Orlando Resch has been the leader of the
protest demonstrations against Rivere's arrest. t weald therefore
seem prudent to delay the indietmeat rather than precipitate
greater demonstreatoes to the Cuban community et Miami.
