The number of amended applications awaiting second action has become disproportionately large and the waiting time for action thereon has been abnormally increased by reason of this preferential treatment. It is therefore considered advisable to return to the normal order of examination of amended applications as set forth in Rule 101, second paragraph, to correct this situation.
