Notice
Referring to General License No. 72 and Public Circular
No. 5 issued by the Treasury Department on September
3, 1941, relating to patents, the Patent Office has been
advised by the Acting Secretary of the Treasury in a
communication dated November 6, 1941, as follows:
Inquiries have been received as to whether or not
it is necessary in submitting the information required
on Form TFE-1, in connection with an application
for a specific Treasury license to pay fees to attorneys
or representatives in the United States or in foreign
countries solely for services arising from any trans-
action affecting or involving patents or applications
therefor in which a blocked country or national thereof
has an interest, to include a copy of the application
which is on file in the United States Patent Office
or a copy of the letters patent which has been issued
thereby.
The Treasury Department does not require that
applications filed on Form TFE-1 for specific licenses
permitting the payment of fees to attorneys or repre-
sentatives be accompanied by a copy of the application
which is filed in the United States Patent Office or a
copy of the letters patent which has been issued thereby.
This form should, where possible contain the serial
numbers of any applications which may be on file in
the United States Patent Office or the numbers of any
letters patent which may have been issued thereby and
which cover the inventions or designs to which the
services relate.
The Treasury Department is prepared to permit
persons who have submitted on Form      TFR-172 or
Form TFE-1 a copy of an application on file in the
-United States Patent Office or a copy of the letters
patent issued thereby to refer to such application or
letters patent in subsequent reports filed with respect
to the same invention or design. Any such reports
should clearly refer to the previous material submitted
in a manner which will permit ready identification
thereof.
