Lhe Board of Appeals should, in considering testimony
presented to this office, make a special effort to detect the
presence of fraud or perjury, and, upon the discovery
thereof, a statement to that effect should be incilded In
the decisions even though the testimony in question is
not determinative or material to the decision in the case.
This practice should be observed to the end that the
Conmmissioner may consider whether the record justifies
an investigation by the Department of Justice.
