Sm : Referring to the letter of the Commissioner
of Patents of September 16 last and to Depart-
ment's reply of October 3, 1916, I have the honor to
enclose for your information a copy of a dispatch
from the American Minister at Christiania and its
original enclosures, showing the laws and regula-
tions of Norway relating to the subject of the ex-
tension of privileges on account of the European
war to applicants for patents.

SIB: Replying    to  the  l)epirtment's circular instruc-
tion of October 7. 1916    (file No. 811.542/36) relative to
the extension of privileges to applicants for patents on

account of the European war, I have the honor to state
that, in reply to a request which I addressed to the Royal
Norwegian Minister for Foreign Affairs under date of No-
vember 2, 1916, embodying the contents of the above in-
struction, I received, under date of the 20th inst., a note
enclosing a memorandum from the Office for the Protection
of Industrial Property in Norway, copy and translation
of which I enclose herewith. I likewise enclose, in dupli-
cate, the different laws and resolutions referred to in the
said memorandum.

MEMORANDUNI.
Laws and regulation8 relative to patents, trade-marks,
and models.
1. In accordance with the enclosed law of July 14, 1916,
and the royal resolution of November 24, 1916, (en-
closures 7-10,) the time allowed for the filing of applica-
tions for patents In article 4 of the Paris Convention has
been extended until June 30, 1917, provided that it had
not expired on July 29, 1914. According to the enclosed
royal resolutions of July 14 and November 2, 1916, this
privilege is extended at the present time, among others,
to the citizens and subjects of the United States of
America (enclosures Nos. 8 and 9).
2. By the laws of August 18, 1914, and Juno 18, 1915,
is well as by the royal resolutions of June 18, 1915, Jan-
nary 7 and November 24, 1916, (enclosures 2-6,) an ex-
tended time of three months has been allowed for the pay-
ment of the increased annual fees for patents granted, so
that the owners of patents for which the annual fee falls
due in the period from and including December 31, 1916,
have had or will have an extension of nine months for the
payment of the increased annual fee. Besides, by royal
resolution of November 24, 1916, (enclosure No. 6,) there
has been arraned a decreasing extension of the time for
the payment of increased fees, so that, for patents for
whiici the annual fee falls due in the period from and in-
cluding January 1 to and including June 29, 1917, the In-
creased fee can be paid up to September 30, 1917.
The extension of the time for the payment of annual fees
is granted to all owners of Norwegian patents without
any reciprocity being required in the case of the owner be-
ing a subject of a foreign state.
3. The Patent Office is authorized, upon request, to ex-
tend the periods allowed for the handling of pending pat-
eut actions. During the present state of war an extension
of one or several two monthly periods is given-also to
American subjects and citizens.
The time allowed for the tising of protests against the
granting of a patent (sec. 28 of the patent law) is not
extended. The same relates to the time allowed for ap-
pealing to the second division of the Patent Office (sec. 31,
part 2).
4. The time allowed for the working of a patented in-
vention Is not extended. (See law of July 2. 1910, secs. 9
and 49, enclosure No. 1, as well as the law of June 16,
1885, sec. 27.)
5. There is no time limit in Norway for the registering
of transfers and licenses.
Neither Is there any definite time limit for the bringing
of lawsuits relative to patents.
The postponements of pending lawsuits are decided by
the courts.
There is no Norwegian law in regard to tile extension of
patents.
U. No extensions of time have been arranged for trade-
marks and models.
