HoN. HERBERT HOOVER,
Secretary of Department of Commerc.
Washington D. C.
Dear Sir:
THE SEEMING NEED FOR SPECIAL PATENT COURTS.
THE SEEMING NEEDLESS UPSETTING OF SOME
PATENT OFFICE CONTRACTS.
I desire to present for your consideration the follow-
ing facts which are based on my own experience in the
last five years in dealing with patent litigation concern-
ing process patents, involving the General Motors Cor-
poration and my interests.
RESPECT FOR PUBLIC OFFICIALS.
I yield to none in America, in my respect for the pub-
lic spirited people who serve the American Public in offi-
cial capacity. However, there is today no higher duty
of any citizen of the United States, than that of fearlessly
offering honest and constructive suggestions when, by
knowledge and experience, he is capable of presenting
to public officials the indisputable facts concerning in-
justice on any subject seriously affecting the public in-
terest, as well as the interests of any class of citizens.
Therefore, nothing herein is meant, even by inference,
to be a criticism of any Government Department or Ju-
dicial Official. I too well realize the fact that all con-
cerned are literally buried in a mass of public business,
which compels all concerned to give all too brief consid-
eration to really acquire complete knowledge of all facts
in all phases of complex problems with which they are
forced to deal. The situation is a serious one.
