Code, to implement a royalty payment system and a
serial  copy management   system  for digital   audio
recording   and   to  prohibit,   certain   copyright
infringement actions, as introduced by Mr. DeConcini
et.  al.,  and  referred  to   the  Senate  Judiciary
Committee, 102d Congress, August 1, 1991.

November 27, 1991.
