The first and greatest interest of the public is
always justice. All want equal conditions for all
and justice is this equality. The citizen only de-
sires law and the observance of law. Everybody
among us knows that if there are exceptions they
will not be in his favor. Thus, all fear exceptions
and he who fears exceptions loves the law.
