DECISION Leadership and Performance Strategies, LLC (LPS), of Sanford, North Carolina, protests the issuance of a purchase order to 02X Human Performance, LLC (02X), under request for quotations (RFQ) No. N001 8923Q0388, issued by the Department of the Navy, Naval Supply Systems Command, for human performance initiative services.
