I provided responses to an initial set of questions in correspondence dated March 22, 2004.2 This report responds to your request that I provide answers to additional posthearing questions posed by Senator Akaka and Senator Lautenberg. In your written testimony, you recommend giving members of the internal appeals panel, rather than the Secretary, the authority to remove their fellow panel members for inefficiency.
