DIGEST

1. Protest that the awardee's proposed price could not include all of the items required
under the solicitation is denied, where the protester in essence contends that the
agency should have performed a price realism evaluation, but no such evaluation was
provided for or permitted under the solicitation.

2. Protest challenging an agency's technical evaluation is denied where the agency's
evaluation was reasonable and consistent with the terms of the solicitation.

3. Protest alleging the agency's evaluation of vendors' technical and management
quotations was unequal and disparate is denied where the protester's assertions are not
supported by the record.
DECISION

Cellco Partnership d/b/a Verizon Wireless, of Basking Ridge, New Jersey, protests the
issuance of a blanket purchase agreement (BPA) to AT&T Mobility, LLC, of Hanover,
Maryland, under request for quotations (RFQ) No. DJF-19-2000-PR-0002965, which
was issued by the Department of Justice (DOJ), Federal Bureau of Investigation (FBI),
for wireless voice and data telecommunication services. The protester asserts that the
agency conducted  flawed price and technical evaluations, and evaluated quotations
unequally.
