Kang, Esq., Office of the General Counsel, GAO, participated in the preparation of the decision. DIGEST 1. Protest challenging the agency's evaluation of the protester's proposal is denied where the record shows that the evaluation was reasonable and consistent with the solicitation's evaluation criteria. 2. Protest challenging the agency's exclusion of the protester's proposal from the competitive range where the protester alleges that the proposal would have had a reasonable chance for award without the need for significant proposal revisions is denied where the record shows that the agency reasonably found that the protester's initial proposal was not among the most highly-rated proposals. DECISION Straughan Environmental, Inc., a small business, of Columbia, Maryland, protests the elimination of its proposal from the competition under request for proposals (RFP) No. NNK14513883R, which was issued by the National Aeronautics and Space Administration (NASA), for the John F. Kennedy Space Center (KSC) Environmental and Medical Contract (KEMCON). Straughan alleges that the agency unreasonably evaluated its proposal under the mission suitability and past performance evaluation factors, and abused its discretion in establishing a competitive range of only one offeror. We deny the protest.
