Since project to which employee was assigned was ended, and since agency was not able to give definite r -.. to inquiry concerning his next assignment, employee reason- ably believed that he would be trans- ferred and placed his house on the market. Employee may be reimbursed for expenses of sale as totality of circumstances ind9cate 2 substantial compliance with reauirement that there be an ad~ministrative intention to transfer an employee when real estate expenses are incurred. On iAoril 21, 1977, the alternate contracting officer for the City-County notif=ied the State Conservarion tg of :3Ct to release SCS funds for the final dam, of the prooject because of lack of local funds.
