This decision concerns the Government's authority to pay the $128.80 amount of a voucher submitted by Northland Aviation, I-c., for charter air transportation services between Pirunix and Flagstaff, Arizona. The transportation furnished Ms. Sandra tassetto, a member of the Navajo and Hopi Indian Relocation Commission, was for the purpose of attending a weatixg of the Commission on Friday, June 5, 1931. The voucher was submitted by the authorized certifying oflicer for the General Services Administration, together with his request for an advance decision, Prior to the Juno 5 meeting, Ma, Massetto had been on active ducy with her Army Reserve Unit in Tucson, Arizona. Upon release from active duty late in the day on Thursday, June 4, Ha, fassetco returned to her renidence in Phoenix. Because she was fatigied and because she was scheduled to confer with the other two counissionert 2 houra in advance of the 10 a.m. Cowission meeting, the Commission's Assistant Director concurred in Ms. Hassettos decision not to driv the 150-mile distance between Phoenix and Flagstaff. The Assiatant Diractor-has indicated that the one-way charter, arriving in Flagstaff at 7:20 a.m., W4s used whan it was determined that scheduled commercial air carrier service ,ould not assure her arrival in time for the 8 a.a. conference. Ma. Massetto rei.urned to Phoettz later on the same day as a passenger in a Government vehicle.
