     Georgia-Uighway fEpress, inc. (CUE), in its letter of
Januay' 5, 1977, requests a review of the deduction action ef
$120 taken bylthe Goneral Services )Aufiitration (GSA), and of
7SAs  disallowance of    caim  for additional transportation
chargcs of $205.80.  reniew of GSA's settlemcnt actiun is being
undm by this (tfice underithe provisions of 49 U.S.C. sec. 66(b)
(Supp. V, 1975), and 4 C.F.R. see. 53.3 (1977).

     thUder Government Bill of Lading (GBL) No. R-1542786, dated
Auguast 28, 1973, GHE transported a shipment described on the GDL
s.CABLE,  ELECTRIC, COPPER, NOI, OI REELS, weighing 23,095
pounds, from Fairelild Air Force Base, Washington, to MacDill Air
Force Base, Florida. GEE billed and was paid $1,41J.20 bn Army
Flianca Caniter voucher No. 390500, dated December 14, 1973. GRE's
carlges were based ca the truckload (TL) provisions if Item 61160,
National Motor  reight Classification (NMFC)-A-13- and Item 616,
Rocky Mountain Motor Tariff Bureau Tariff (RMB) 5L1 (21-C),
UW-ICC 197, whrich subjecteu the shipment to a 24,000-pound
minimsm weight at the applicable claea 45 TL rate of $5.93 per
hundredweight.

     In t'.&;adit 'by GSA of the charges-paid on GBL No. U-1572786,
a noticeoatd vercharge, dated August 22, 1975, for $120.was isAued
to GE.   GSA bused.its chaires on the 24,000-pound T minimum
weight pioiided in Itea-6116Cr of NMFCA-13 and on the class 40 TL
rate of,$5 '43 jer hundredveight derived from(Items 1600 and 1650
or RmB Quotation 19-4. By letter dated January 29, 197G, the
carrier declined to refund the $120 and in Junt 1976, the Army
inance  Center deducted this amount from monies otherwise due GHE.

     In November 1!F75, GE 'issued 'its supplemental bill or claim
for additional transportation charges of $205.80. The additional
charges also were based on the provisions of Item 61160 of NMFC A-13
