        Dear Dr. Marland

             This letter is to advise you that we have completed a survey of
        the Federal assistance provided to Michigan and Ohio under title V of
        the Elementary and Secondary Education Act of 1965.  For fiscal years
        1969 through 1972 both States received grants totaling about $4 million
        to assist their Departments of Education in strengthening their leader-
        ship resources and in establishing progiams to identify and meet the
        States' educational needs.

             The survey was directed primarily toward determining (1) whether
        the projects funded under the program were designed to achieve the
        objectives of title V of the act and (2) whether the Michigan and Ohio
        Departments of Education were encountering any problems in administering
        the program in accordance with applicable regulations and guidelines.
        Our work did not, however, include an evaluation of whether the projects
        being funded were actually having the intended impact.

             Our work was performed at the Office of Education headquarters,
        Washington, D.C., and the Michigan Department of Education, Lansing,
        Michigan.  Limited work was also performed at the Ohio Department of
        Education, Columbus, Ohio, and three school districts in Michigan- -
        Baldwin, Mount Pleasant, and Traverse Bay Intermediate.

             On the basis of our survey, we believe that the projects developed
        with title V program funds are designed to achieve the objectives of
        title V of the act.  For example, programs have been developed to improve
        overall administration of the Departments of Education, provide better
        instructional materials to teachers, improve teacher licensing and
        certification procedures, and expand teacher educational opportunities.

             In addition, both Departments of Education used title V funds to
        hire additional supervisory and administrative support stafi and to
        develop an automatic data processing capability.  The expanded staff
        and service capabilities should improve the ability of both States to
        meet their educational needs and to provide leadership in educational
        areas.
