 Dear )mr.. Chairmen    ..

      This responds to your request for our views on S. 2026,
 a bill entitled the *Lobbying Disclosure Act of 1977.0 S. 2026
 is in some respects similar to S. 1785, a bill on which we
 furnished you our comments earlier in this Congress. B-129874,
 September 15, 1977. Both bills deal with the public disclosure
 of 'lobbying and related activities     
      S. 2026.lik. S. 1785, would replace the present lobbying
 disclosure law, the Federal Regulation of Lebbying Act (2 U.S.C.
 s261 et seq.). with a comprehensive new statute defining the
 organia-mtns that must register and report as lobbyists and
 specifically describing the information that those organizations
 must disclose.

      As we said in. our earlier report, enactment of S. 1785
 would constitute a significant improvement over the existing
-lobbying, disclosure law. In addition to broadeninq and clarify-
ing the definitioh of those organizations subjectto lobbying
dis.closure requirements, S. 1785 would provide, the investiga-
tive and enforcement powers needed to make the proposed law
effictive. Al*though S. 2026 would also constitute a marked
improvement over the existing lobbying law, there are certain
ambiguities and o issions in the bill that should be corrected.

I. Scop_ of Coverage
      Section .4 would define who must comply with the bill's
 registration, recordkeeping, and reporting requirements.
 S. 2026 would apply to any *organization (defined in §3(10))
 -whose lobbying activities during a Oquarterly filing period
 (S3,(12)) satisfied one of two so-called threshold tests.
