French, Director, Labor Rela- tions, Florida Farm Bureau Fed3eration, that appropriated funds have been improperly expended by a grantee of two Federal agencies for union activities. Mr. French alleges that Fedo -,al funds granted b& AtTION and by the Community Services Admintstvatibn, (CSA) to the Natioial Association of Farmworkers Organtzation (NAFO), for projects to assist migrant farm' workers, are being utilized to assitt the United Farm W6-rkors Union in itH promotion of a nationwide boycot by the public of C liquita brand batanas, Mr. French states that C-sar Chavez, president of the United Farn Workers Union, during an April 12, 1979, television \\ppearance urged supporters to contact the Union's boycott office at 1329 E Street, NOW., Washington, D.C. The District of Colunbia telephonie directory oontains a listing at this address for NAFO, but not for the United Farm Workers Union. Under a ,grant from CSA, NAFO ainantains t e National Information Network Assistance (NINA), a service to provide assistance to'migrant farm workers throughout the country.. This service includes a nationwide toll frc e telephone hotline at the NAPO headquarters in Washington, D. Accordingly, Me, Vrenchlbelieves that Federal grant funds pro- vided NAFO anre being diverted to sdpport the union activities of the Utited Farrh Workers Union or that NAFO is an agent or front for the United Farm Workers Union designed to obtain Federal funds to use in support
