Actions Needed To Promote A Stable

Supply Of Strategic And Critical

Minerals And Materials



The administration's April 5, 1982, pro-
gram plan required by the National Mate-
rials and Minerals Policy, Research and
Development Act of 1980 does not ade-
quately address (1) what constitutes a stra-
tegic and critical mineral or material, (2)
what is the magnitude of potential U.S.
vulnerability, and (3) what is the proper
Federal role.

GAO concludes that unless these issues
are resolved, a coherent plan to reduce U.S.
minerals and materials vulnerability may
be difficult, if not impossible to implement,
and the limited Federal funds available may
not be expended in the most cost-effective
manner.

GAO recommends that the Secretary of the
Interior (1) clearly define the terms stra-
tegic and critical, (2) establish criteria
and develop a methodology to measure the
magnitude of potential U.S. vulnerability,
and (3) articulate how each proposed short-
term action relates to long-term national
goals and policies.
