   To the President of the Senate and the
   Speaker of the House of Representatives

        On February 20, 1980, the Lpresident's fifth special message]
   for fiscal year 1980 was transmitted to the Congress pursuant   -4
   to the Impoundment Control Act of 1974.  The special messaoe
   proposes a revision to a previously transmitted rescission pro-
   posal decreasing the amount rescinded by $6.4 million. The
   special message also proposes two new deferrals of budget
   authority totalling $20.0 million and revisions to two previously
   transmitted deferrals increasing the amount deferred by $13.9
   million.
        Our comments on the information submitted in the special
   message of February 20, 1980, are as follows:

        The 45-day period of continuous session during which funds
   proposed for rescission in R80-2A may be withheld pending con-
   gressional consideration of a rescission bill ends March 18,
   1980. As we stated in our comments on R80-2, which was proposed
   in the President's fourth special message dated January 28, 1980,
   the information and justification supporting R80-2A was already
   before the Congress in R80-2 and R80-2A merely reduces the
   amount involved. Therefore, a new 45-day period did not com-
   mence upon submission of R80-2A.
