REPORT BY THE

Comptroller General

OF THE UNITED STATES

Review Of Base Realinement Study

Of Fort Douglas, Utah

The Army has decided to close Fort Douglas,
Utalh, and to reassign the area support mission
for Army Reserve units to Fort Carson,
Col4rado. The Army estimated the action
wou Id result in one-time costs of $2.56 mil-
lion and annual recurring savings of $792,000.

GAO estimated one-time costs at $2.65 mil-
lion i and the annual savings at $580,000. Both
the iArmy and GAO recognized several dis-
advantages to the realinement, the major one
being probable deterioration of support to
Army Reserve units in Idaho, Montana, and
Utah. The Army is considering specific per-
sonriel assignments that could minimize the
negative impact on Reserve support and pos-
sibl4 reduce one-time realinement costs.
