          The Incentiva Awards Program** objective is to
encouraqe civilian employees to contribute to the efficiency,
economy, or other areas of Government cperations by recognizing
and rewarding them for exceptionally meritorious achievements or
saqqestions. Findings/Conclusions: The full benefits of an
effective employee suggestion system are not being realized by
Federal agencies. PLonounced support of 2 suggestion system
alone does not guarantee its effectiveness. Many managers and
,ieployees lack enthusiasm for the system, and relatively few
employees contribute suggestions. Persistent problers prevail
because no sdngle office with the authority to act has directed
aqencies to aggressively implement the system. Recomondations:
The Chairperson of the Civil Service Commission, and the
successor, the Director of the Office of Personnel management,
ih<uld direct aqency heads to develop Flans for, anu,
aqqressively implement, an effective employee suggestion system

defi-± w,.:ls, adequ:ate organization and staffing, constructive
action on r..qqestioL8 ,!bmitted, and relistic evaluation of the
system's opce ions -i.' rfsults, The Chairperson/Director should
also require tat aqency plaris be reviewed by the
Commission/Office and ahotld suspend an agencyls authority to
grant awards if the agency's plan is not administered in
