          Airports are having difficulty gaining acceptance by
 neighborinq communities because of environmental impacts such as
 noise, air quality, displacement of Feople and businesses, and
 disruption of communities. The National Environmental Policy Act
 of 1969 requires Federal agencies to prepare environmental
 impact statements on proposals for major federal actions which
 aff-'et the environment. Findings/Ccnclusicns: The Federal
 viu-ion Administration (FAA) has a broad definition of what
 constitutes a maor faderal action and does not require an
 environmental finding fcr an airport's tctal ;lanned
 development. Instead, it allows projects ir airport plan& to be
 assessed individually. Such a requirement would further
 environmental objectives, assure that consideration is given to
 alternatives availatle to minimize adverse environmentai
 effects, provide a forum for public ccmments, and elimincte the
 need for most extensive environmental reviews for followon
 airport projects. FAA makes grants to finance airport master
 plans and airport development projects. Hoever, in approving
 qrants, FAA has not always followed its instructions which
 require consideration of the overall effects of major airport
 projects and subsequent projects. Recommendations: FAA should:
 require an environmental finding for airport plan*, remind its
 staff that they are responsible for obtaining envircnmental
 findings which consider the cumula, ive effect cf present
 projects and the consequences of subsequent prcjects, and
 provide the necessary staff to assure compliance with its
