The Alaska Native Claims Settlemeat Act provided for
conveyance of title tc 44 million acres cf land, both surface
and subsurface riqhts, and almost a Lillion dollar mcnetary
settlement to about 77,000 Alaska Natives. The 44 million acres
will be conveyed to Legional and village ccrporations
established under the act from within a 90-million-acre area
selected by the corporation thrcughout Alaska.
Findinqs/Conclusions: Six years after Congress enacted the
Claims Settlement Act of December 1971, the cororatics had
received title to only about 20% of their land entitlement. The
Department of the Iiterior estimated that it would take another
6 to 13 years before title of the land cculd tr ccaletely
conveyed to Alaska Natives. Alaska Native ccrcxations need
title to the lands in order to develop natural resources to
4enerate income so that the self-sufficiency of the corporations
can be aintpined. Delays in conveying land title have ispeded
community development in some Alaska villages; delayed the use
of lard selected by the State; and delayed reccnveying ct title
to local residents, businesses, nnprcfit ccxpcraticns, and
qovernments. The Department of the Interior had not adopted
policies needed to resolve issues delaying the transfer of lands
or approved actioLs proposed for improving processing cA Native
