Better Management Is Needed






Federal executie departments and agencies
process a larger case load thati U.S. courts,
affect the rights of a largr number of citi-
zcens, and emplcq  moe tnran twice as many
Admintstrative Law Jud-es as there are ,:tiva
Iudqes in Federal trial courts.

Ad mt nistrative Law Judges are unique Federal
empioyees. By virtue of nonspecific legis-
laticqn, they are free to perform  f hout struc-
tured evaluation in a complex administrative
law field.

There are two major causes for delays in the
administrative proce-s--exztensive agency
review of Administrative Law Judges' deci-
sions and the use of more complex judir*dl
pocedures than necessary to resolve some dis-
putes. Ineffective ncrsonnel management of
Administrative Law Judges is also described
and recommendations made wt improve their
productivity and performance.
