         The impact of Reorganization Plan No. 1 of 1977 on the
funds; functions, and personnel of the Bxecutive Office cf the
President was examined. As of March 1978, there vere -1 'inits in
the Executive Office instead of the 21 that existid in eari
1977 and the 19 that were in effect when the plan vat soet to
Congress. Full-time permanent positicas are being reduced by
244, 9 less than needed to meet the goal of 1,459. This
reduction is to be made by abolishing 188 rositionar
transferring 56 positions to agecies cutside the Executive
Office, and through attrition. Transfers totaled 196 pereanent
positions and 185 personnel. Of these, 32 Fositiona and 23
parson, el were moved out of the Executive Cffice. Appropriated
funds of $4.8 million have been transferred, with $0.9 zillion
reallocated to agencies outside the Executive Office. The
Reorqanization Plan did not cover nompermanent positions
(detailees from other agencies and part-time exployEes), but 16
part-time employees have movid within the Executive Office.
