          Civilian agencies in the Federal Government own over
 650 aircraft uorth at least S340 million. They lease, charter,
 or rent several t.ousaad more annually. Millions of dcllars are
 spent each year by agencies to acquire and operate the combined
 civilian Government aircraft fleet, ?his is done by each agency
 .ndepeadently and without any Government-wide policy guidance.
 Findings/coa'.1asionso The differences in the policies and
 procedures for all aspects of aircraft operations among the
 agencies contribute to inefficient and uneconomical aircraft
 programs. Because there is no infurmation systes for the
 aircraft resources of the civil agenciesp agencies do not have
 sufficieAt iafozuation to determine aircraft needs, methods to
 obtain aircraft services, aiArcraft utilization practices,
 maintenarce and storage practices, uniform cperating standards,
 and st 'dard pilot qualificatiouu. Recommendations; The Acting
 Director of the Office of management and Budget should: -equire
 reevaluation of existing aircraft program needs and
 capabilities, even if this mean3 releasing some aircraft or
 using an alternative source for suppourt capabilities; develop
 overall policy to provide broad guidance 3or standardizing
 common civil agency aircraft program activities such as aircraft
 acquisition, utilization, maintenance, ard storage; take action
 to bring about increased interagency cooperation regarding
 aircraft programs, with empkanis on greater interagency use of
 aircraft and support facilities ard on identifying potentials
 for covsolidation contracts and agreements for ccomercial
 tircraft services; and develop overall criteria for uniform cost
 systems and aircraft information systems that will standardize
 costs and identify agency aircraft and aircraft services that
could be shared. OB should investigate the possibIlity of
having a single manager for common aircraft program activities.
