     Your letter of Dcerber 3, 1981, invited the    ral  conting
Office to coiient on H.R. 5103, the Civil Aronautics Board Sunset
Act of 1981. In essence, H.R. 5103 p-rovides for the ordely transfer
of Civil Aronautics Board (370) fanctions to other agencies.
